If you have moved to Belgium and need a Belgian car licence, the theory exam is your first step. This is what it is, how it is scored, and what to sort out before you book.
The theory exam is the first step to a Belgian category-B (car) licence. For people who grew up elsewhere, three things make it harder than it looks: it is scored in an unusual way, it is run by the regions, so the details depend on where you live, and it is held in Dutch or French, with English available in different ways in each region.

First: do you need to take it at all?
If you hold a valid driving licence from a country of the European Union or the European Economic Area, you can drive in Belgium with it, and you usually do not need to exchange it straight away (FPS Mobility). Some licences from other countries can be exchanged for a Belgian one. The rules depend on the country, so ask the driving-licence service of your municipality before you start studying for an exam you may not need.
The exam in one paragraph
50 multiple-choice questions on a touchscreen at an approved test centre, 15 seconds at most to answer each one (in Flanders, after it has been read out), about 30 minutes in total, and 41 out of 50 to pass (vlaanderen.be; be.brussels). You must be at least 17.
How it is scored: what 41 out of 50 means in practice
You start with 50 points.
- A wrong or unanswered question costs 1 point.
- A wrong answer on a question about a serious offence, or about the speed limit, costs 5 points.
- Two wrong answers on those serious questions mean you do not pass, however well you do on the rest.
A serious offence is a third- or fourth-degree offence under Belgian traffic law. Brussels counts around 50 of them and gives examples: entering a level crossing while the barriers are moving, making a U-turn on a motorway, driving at night without lights, not carrying a child in a suitable car seat, running a red light, and entering a one-way street the wrong way (be.brussels).
In practice this gives you a small margin. You can lose 9 points and still pass: nine small mistakes, or one serious mistake and four small ones. A second serious mistake ends it. The rule is written into the rules of all three regions: the Flemish and Walloon versions of annex 4 to the Royal Decree of 23 March 1998 and art. 3.1.12 of the Brussels decree of 29 March 2018.

Take the theory exam in the region where you will take the practical test. Brussels and Wallonia require a theory pass from their own region for their practical test, and Flanders has approved the same rule in principle from 1 January 2027 (be.brussels; vlaanderen.be).
What to bring
- Flanders: your identity card, or your residence card if you do not have a Belgian identity card. A copy is not accepted (vlaanderen.be).
- Wallonia: proof that you are registered in a Belgian municipality’s population, foreigners’ or waiting register and that you normally live in Belgium, at least 185 days a year. Students can instead bring a certificate from a Belgian school or university, a valid foreign identity card and the identification number their municipality gave them (wallonie.be).
- Brussels: bring your identity document, and check with the test centre (Anderlecht or Schaerbeek) what it accepts when you book.
If you pass
Your pass is valid for three years, and cannot be extended (vlaanderen.be; wallonie.be). In Flanders you take an eye test at the centre straight after passing, and the centre gives you the form to apply for your provisional licence (vlaanderen.be).
If you do not pass
You can try again. After two attempts in a row without a pass, in every region, you must follow 12 hours of theory lessons at an approved driving school and bring its certificate to your next attempt (vlaanderen.be; be.brussels; wallonie.be). In Flanders the next attempt cannot be on the same day. That costs time and money, which is the best reason to go in well prepared.

Questions people ask
Do I need to take the Belgian theory exam if I already have a driving licence?
Not always. A valid driving licence from a country of the European Union or the European Economic Area can be used in Belgium. Some licences from other countries can be exchanged. Ask the driving-licence service of the municipality where you are registered before you book an exam.
How is the Belgian theory exam scored?
There are 50 questions and you need 41 points to pass. You start with 50 points, lose 1 for each wrong or unanswered question, and lose 5 for a wrong answer on a question about a serious offence or the speed limit. Two wrong answers on those serious questions mean you do not pass, whatever your score.
How long do I have for each question?
15 seconds at most. In Flanders the 15 seconds start once the question has been read out. The whole exam takes about 30 minutes.
What happens if I do not pass?
You can take the exam again. After two attempts in a row without a pass, you must follow 12 hours of theory lessons at an approved driving school and bring its certificate to your next attempt. In Flanders the next attempt cannot be on the same day.
How long is a pass valid?
Three years. Within that time you need to go on to your provisional licence and your practical test.
